The 91社区 Purchasing Card (PCard) Program facilitates the procurement of non-travel items/services using the PNC Bank Visa PCard. The PCard is a credit card intended primarily to improve the procure-to-pay process and used as a complementary payment mechanism for orders not placed in Buy91社区. The PCard may be used if the purchase is in line with the parameters listed in the PCard tab below.

PCard transactions are reconciled in聽.

Use a PCard when ALL of the following apply to a purchase:

  1. The payment is less than $5,000
  2. The vendor is NOT a Catalog Vendor (e.g., Amazon)
  3. It is NOT for Chartered Buses, Construction, Contracts/Agreements, Food Catering via Sodexo (Non-Travel), Furniture Items, IT Equipment/Supplies/Software, Medical Equipment/Supplies, Office Supplies, Printing Supplies, or Scientific Equipment/Supplies
  4. It is NOT for Travel Items (e.g., airfare, lodging, registration, etc.)

1. Immediately call PNC Bank at 1-800-685-4039, and when prompted, enter the last 4 digits of your employee ID number as the access/security code.

  • The bank will close your card and issue a new one.
    Request that the new card be sent by express mail/FedEx. If asked to verify the mailing address, then provide:

2. Email Procurement and Accounts Payable to notify them that a new PCard is being sent, and, if applicable, a dispute must be filed for unauthorized charges.

  • Do not ask PNC Bank to initiate the dispute. A 91社区 program administrator will handle it.

3. Procurement will notify you when the new PCard is received, along with the next steps.

Did your PCard decline?

  • View the PNC ActivePay PCard Decline Guide, which shows you how to look up the reason for the decline in PNC ActivePay.
  • After finding the reason for the decline, use the chart below to see the meaning and the resolve.
Decline Reason Meaning Resolve
CARD EXPIRED An expired date was entered or is on file with the merchant. Re-enter the card information with the current expiration date.
CRV STATUS The card has not been activated with PNC Bank. Call the PNC Bank Activation Line at 1-888-339-2228. When prompted for the security/access code, enter the last 4 digits of your Employee ID number.
INDIVIDUAL MCCG INCLUDE (NO MATCH) The attempted transaction is with a merchant category type not included in the 91社区 PCard program. Email Procurement to request assistance with this payment.
INDIVIDUAL MCCG STDL IS EXCEEDED The transaction amount exceeded the single transaction limit. Email Procurement to request a one-time increase to the single transaction limit. You will be notified if the request is approved.

Do NOT split the payment to avoid the single transaction limit.
INVALID CVV2/CVC2 or INVALID CVV/CVC An invalid card verification value (CVV) was entered. Re-enter the card information with the valid 3-digit CVV found on the back of the card.
INVALID EXPIRATION DATE An invalid expiration date was entered. Re-enter the card information with the current expiration date.
NOT AVL MONEY The attempted transaction amount exceeds the card鈥檚 available credit balance for the current billing cycle. Email Procurement to request a (temporary) increase to the card's line of credit. You will be notified if the request has been approved and provided with the next steps.
UNKNOWN (ADS II FILTER) Scroll down to the Decline section. If you see ADS II FILTER, the bank has flagged the transaction and placed a hold on your account. Call the PNC Bank Customer Service line at 1-800-685-4039 to let them know the purchase is legitimate so they can remove the hold. If asked for a security/access code, provide the last four digits of your Employee ID number.

  • You will be notified if the request has been approved and will be provided with the next steps.

Email Procurement with the name change request.

  • Include your Banner ID in the email.
  • The name change must be on file with HR before the request will be completed.
